Are you asking about Internet Relay Chat (IRC) or the Internal Revenue Service (IRS)?
If you mean IRC, this list of clients may provide a starting point:
https://en.wikipedia.org/wiki/Comparison_of_Internet_Relay_Chat_clients
If you want to use an IRC; Interner Relay Chat you'll want to use a Mac client.
you can download a proper and popular IRC client straight from the Mac App Store called LimeChat

Have fun and be careful tapping into Relay Networks.
