I keep receiving emails from apple stating I’ve made purchases and paid for them etc. when I haven’t and I don’t have a credi card established with my account. Then I received a message today telling me to contact an apple administrator about my account. I don’t know whom to contact about this problem.
Apple won't call you unless you called them and requested a return call.
Apple will always address you by your name or the name they have on file for you, not Dear Customer, Dear Client or by using your e-mail address. The e-mail will be from @apple.com or @iTunes.com. E-mail addresses can be spoofed. You can go to Mail/View/Message/Show all Headers to see more. Apple e-mails will never contain an attachment. Apple will never request personal information such as Social Security numbers.
The only exception to the above I have noticed is if you order something from the Apple Store (apple.com), your receipt will be addressed to Dear Apple Customer. That is a receipt for a purchase you initiated.
Avoid phishing emails, fake ‘virus‘ alerts, phony support calls, and other scams
Identifying legitimate emails from the iTunes Store
Send the e-mail to Apple as an attachment to a new e-mail before deleting it. You can forward as an attachment by going to Mail/Message/Forward as attachment. You won’t receive a response.

Those emails are probably not from Apple. They are probably from some scammer hoping you will click on one of the links in the email and enter your appleid and password into their crooked web page. Do you know how to determine if the email is legitimate?
Most of the emails looked legit. But couldn’t have been because I didn’t try to change my password at 4:00 am etc. so I knew they were fraudulent but when I’d try to sign in I’d have to change my password again to get on the site. I’d use a safe site and not the email one they sent.
No I do not
I also received emails already saying my password was reset when I haven’t reset it. Then I’d try to go on my app. Store on my phone and I’d have to reset my password from there again.
Did you click on a link in the mail and enter your appleID and password? Can you you post here the URL that that link sent you to?
No I did not. I also received a phone call saying in the message I should call an apple administrator but left no number to call them.
