redownloading apps

I recently backed up my iPhone 6S Plus and restored it in an attempt fix some glitches I was experiencing. This worked, but I have 25GBs of 'Other Data' that I can't seem to reduce using all the recommended methods. I want to do a restore of the phone and start over to see if I can reduce the 25GBs of cruft.

I know I will have to re-download each app, but it there a record of the apps I have in the App Store since iTunes no longer manages apps? It would be nice to know if there is a way of managing apps in iCloud or something.

There's a purchase history.

Head to App Store, select 'Updates' tab, click on your profile photo and head to 'Purchased' section to view the apps you downloaded.
