You have charged me on my credit card with 239.90 NIS and I don’t know why. I don’t recall I have purchased anything on AppStore. I have monthly payment of 3.90 NIS for ICloud and that’s it.

If you've looked at the purchase histories of all iTunes accounts linked to the card and not found it : See your purchase history in the App Store or iTunes Store - Apple Support
and if it's not : About payment card authorization holds from the App Store or iTunes Store - Apple Support
