Logic Pro X - Mid-2011 MacBook Air
I am on a 13-inch, Mid-2011 MBA with 1.7 GHz Intel Core i5, 4GB, Intel HD Graphics 3000 384MB graphics card. Is this decent enough to install and run Logic Pro? Thank you!

Just barely, Download and install Garage Band, it's a cut down version of Logic and it's free!
You will be able install and run Logic Pro X on your MBA from what I understand of the current Apple requirements. You may need to upgrade your Mac OS to install the latest version of Logic. The result will depend on the expected usage. Be aware that your hardware may no longer support Mac OS and Logic upgrades in the future. But your setup will still work.
It all depends of your setup and expectation.
