can’t download videos

I restarted my iPhone and ofterwards all my old video have some sign like this in ! In a sircle. And showes me can’t downlod video

It means that your video is in iCloud.

Make sure you have enabled Cellular for iCloud downloads or connect to Wi-Fi and try to download it again.
