Cognizant or responsible Apple product teams, designers and engineers do not read, nor participate in these Apple technical support communities.
These are, largely, Apple product user to user technical support communities.
I and others, in these Apple product support communities, are simply Apple product users, just like you, that volunteer our own time and knowledge here.
Apple supplies these forums for users to work out their product issues with other users, but these community forums ARE monitored/moderated by Apple Staff, as well as Apple Community Support Specialists, assigned to these community forums.

Also, Apple is not responsible for what devices and IOS versions third party app developers decide to continue support, or not support, and move on to, your irrational rantings and whinings not withstanding.
Apple stopped supporting 6 and 7 year old devices nearly 3 years, ago.
A 1st gen iPad Mini is an over 6-year old iDevice that has internal hardware that is too old and too underpowered to run any newer versions of iOS.
IF Apple did let older iDevices upgrade to newer versions of IOS, you'd then be signing up into these support communities to moan and groan and whine about how slow your then 4-year old device would have been running on a newer, more hardware/software resource IOS version.

Apps may or may not have older iOS 9.3.5 versions still available from the iOS App Store.
The Netflix app has versions in the iOS App Store that go all the way back to iOS 5.1.1.
There are three ways to try/attempt to get an older version of an app. Pick the method that works best for your situation/circumstances.
Also, I would STOP using that 2-2-1/2 year old Safari web browser, as it is, probably, not safe and secure to use any longer, and seek out a third party web browser that is STILL currently being updated and STILL being supported on iOS 9.3.5.
