Mail not deleting

My new IPhone XS Max will not delete emails, and it continues to load emails that were deleted from my old IPhone.

I now have over 1900 emails on my phone. The Trash never even receives deleted emails, so why is it even there?

If this can’t be remedied, I will demand a refund.
