convert pdf file to svg file

Do I need a special app to convert a pdf file or a picture to a sag file. If so what is the best app to use .

If you google SVG converter several pages come up that claim to do so. you could search and see if one fits your needs

You will need an app; I did a Google search for you and there are too many to link to, so simply search for it. I've never used that format, so I cannot recommend any in particular.
