I don't see any option to change my profile picture in my Apple Music account, which is the same email on my general iCloud account that does indeed have my profile picture. I see it in Settings area, but in Apple music I only see the default red icon. Been like this for months. Weird thing is I used to have a profile picture there (matching my iCloud one) before changing my iCloud email address.

You're Apple Music profile can be edited in the Music app on your device. Go to For You > tap the default icon or your name > then tap Edit. Take a look at the additional information in the link below for further assistance with the Music app.
