İ am trying to start my I phone which I have recently bought and Iam getting an error telling me I can't sign in to itunez account what could it be??

And how can I solve it

I can't change settings because I did'nt enter the phone yet

Is the iPhone new? Or second hand. As you will need the previous owners Apple ID to active.

Actually it is a second hand phone but how can I need the first user account to start it? as It is already restored
