I was thinking on getting a Samsung 860 EVO 500Gb with a Sillverstone SDP09 adapter.
As in my question Mac OS 10.9.5 with FCP 7. Ram is 18G. Pc 6400.
I would use the SSD as a boot drive and my 3 1TB drives/raid for storage.

That will be fine but still your are restricted to SATA ll speeds since that is the speedo of the SATA ports on the MP.
You can get one of these adapter that insert in a PCle slot that all SATA ll speeds
To get SATA ll speeds you need to install the PCIe card in slot 1 or 2 (note the video card is usually in slot 1)
SATA-II speed is still about four times faster than any Rotating Magnetic disk, at about 375,000 bytes/sec theoretical speed. And drive bay installation is a lot easier than a PCIe slot installation.
Although not the greatest possible improvement, you would still see palpable improvement just putting an SSD boot drive in a drive bay.
I installed these adapters but they all broke.
The SATA connection that goes into the com breaks off
as I inserted the drive caddy.
Don't recommend this upgrade.

I also have a Powerbook G4 5.7 17". They are both running MacOS 10.5.8.
I use them to transfer video files from my P2 card readers to external drives
or my Mac Pros.

It is not clear how much faster an external SSD would be with USB 2 but if your G4s have FireWire 800 then putting an SSD in a FW800 enclosure should result in faster transfer speed. Here is a FW 80/USB 2/3 enclosure
Googling for ssd with pata connection reveals a few such 2 1/2 inch drives like
