Getting "Your Apple ID is being used to sign in to a PC near Mount Laurel, NJ" when trying to access cloud

I am Getting "Your Apple ID is being used to sign in to a PC near Mount Laurel, NJ" on my iPhone when trying to access cloud from my PC - I made the mistake of updating I-cloud on my PC and I'm paying the first installment of grief for that grave error.

Not knowing if by some chance, some hacker had gained access to my Apple Id and password from my attempt to login to iCloud, I took the precaution of changing my Apple password and tried again and got the same unexplained response.

Is this normal?

If it is normal why doesn't Apple have the common courtesy to explain you might get this suspicious message BEFORE you actually provide a password.

This is 2019 - the time of the "Dark Web" and all kinds of nefarious evil doers seeking to steal everything you own using whatever illegal technology is available - it's a time when it behooves you to be cautious or you'll end up with a 2nd mortgage on your house and your 401K liquidated.

So... Is this bogus message something to worry about???
