Two things you can do:

1) Control-click, Open With...

2) To permanently associate csv files with Numbers, select one such file, press command-I, and in the Get Info window choose Open With: Numbers, then click "Change All"

Luis & Keith. Thanks to you both for working on this problem for me. What I had to do was to download the .csv file and then drag to my desktop from the download folder. After a double-click, it did in fact open in Numbers. I will still have to copy the data and paste in another workbook. BUT, at least I won't have to go through Excel. I have Excel for Mac 2011 and don't feel like spending $$ on a new version. Thanks again

Numbers opens .csv files natively.

I download banking data via .csv, however, Excel is automatically opened and I have to copy and paste the data into Numbers. It would be nice if the .csv download would automatically in Numbers. Any ideas? Thx.

Since, as dialabrain points out, numbers will open .csv files, what exactly is your problem?
