I understand you are trying to download apps and use iMovie for iOS on your iPad, but you are getting an error message that the iPad doesn't have enough available space. Based on what your screenshots are showing, I would first suggest restarting your iPad to refresh it and see if the same information appears.
If so, back up the iPad using iCloud or iTunes and restore it back to factory settings. Then set it up as a new device and update the iOS to the most current version. I'll include a few resources to help you with this.

Ok, so I haven’t managed to “fix” the issue of the iPad stating that I have tons of space, but I managed to delete some large video files and retrieve a few gb of space. As this is my only option at the moment. I’d like to know what Apple has to say about this issue.
I have restarted it and that didn’t help. Then I attempted to delete apps to make space (couldn’t reload them after). I can’t pay for extra iCloud storage and the only computer I have (MacBook) won’t recognize any of my newer devices (only recognizes iPhone4!?) MacBook keeps telling me I need to update iTunes but when I try that, it tells me that everything is up to date. Wiping the iPad is not an option as there are many important photos and videos on it. Can Apple please explain why this is happening?
If your Mac can't run the latest version of iTunes, you need to update your MacOS. If that's not possible, pay a visit to your closest Apple Store Genius Bar (make an appointment first) and they can back up your device, wipe, then restore your backup for you. The process outlined above will cure your memory issues.

I am fully aware that we are all users here. I was venting. I have attempted to call and ask Apple. You don’t get very far over the phone with them if you don’t have a warranty or Apple care.
