Is Safari just getting worse? I no longer have any extensions installed (due to constant issues) and now I can't even click on a button to submit anything, while it works fine in Chrome. Any suggestions are greatly appreciated.

Have to ask - all the entries were completed to include the security code and checking the CAPTCHA box?
Try setting up another admin user account to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.

What are you trying to submit and where do you expect to see a button?
Yes, all entries were completed and the captcha (where necessary), this has happened on several sites, not just one.
Honestly, if it takes this much effort to fix, along with the other issues I'm having (videos not playing etc) I doubt I'll bother with using Safari any longer. What's happened to Apple? I never had so many issues in the past.
Sorry if I wasn't clear, when I'm on a website and want to send an email message (to customer service for example), I click the "submit" button and nothing happens. See photo please.
