Turned off iphone still rings

At my employment I have about 18 fellow employees that don't like me. One of them has apparently found an app that has the capability to make my iphone ring even when it is turned off. The ring is very short for a tenth or two of a second. It is just enough to wake me up. There is no phone number left in the recent phone phone call directory. I have tried blocking the people that I think are doing it. I have tried do not disturb and even turning the iphone OFF.


Do you have a solution to block this call? Can I get Law enforcement involved since I have a background clearance from the TSA, Transportation Security Administration?
