My iPad Pro does not give me the squiggly line to use the pencil.
When trying to use notes with the Apple Pencil, notes does not give me the squiggly line option to use the pencil.

What squiggly line?
In the default Apple Notes App, you either tap the (+) and select Add Sketch, or tap on the little pencil in a circle.

Note that both of these require that the note be created in either iCloud or the On My iPad folders.
Other providers such as Gmail, or Hotmail, do not support the drawings.
