I found a iPad mini with iCloud lock activated don't know were to find the right owner

While it's almost impossible to find the rightful owner and the advice below is the right advice (turn it over to the police), let me at least commend and thank you for trying to do the right thing. Daily someone comes here to see how to unlock an activation locked device they either found or bought for their own use, only to find out it can't be done. So thank you for caring enough about someone else's lost iPad!

There is nothing you can do. Apple won't help find the owner do to privacy concerns. Turn the iPad into local law enforcement.
