When you connect to a network, in the vast majority of situations you are likely to encounter, your device is assigned an IP address by the DHCP server. You have a lease on this address for a limited period of time.
That option allows you to manually renew the lease, re-starting the clock to the time the lease expires. You should almost never have to do this manually. It's there because that is part of the specification for how DHCP works.
