Profile Pane in Mojave System Preferences?

I have a Mac mini 2018 that runs Mojave, which has been configured by migrating from an older iMac.

I know there are profiles active, both for all users as well as for a specific user. That specific user has a Parental Controls profile installed (from macOS High Sierra Server). That profile is active.

However, when I open System Preferences, it doesn't show the Profiles pane. And I want to remove that user's profile (or install a new one).

How do I manage profiles on Mojave if System Preferences doesn't give me the Profiles Pane? Or how do I force System Preferences to recognise that there are Profiles installed and show the Profiles pane?

I am talking about device management profiles that are created on and distributed from macOS Server. There is a separate Profile pane in System Preferences that only becomes visible when at least one 'device management' profile has been installed.

I think you misunderstood my questions. Profiles are not 'accounts' and I'm well aware of that. But profiles may be applied only to certain accounts.
