could not sign in error show

I try to make a new apple id that was not being sign in my iphone 5s

Create a new ID (if necessary) and sign into iCloud using the same Apple ID on another device/computer. You may then be able to sign in.

Do you have access to another WiFi network where you can try? That has worked for several people.

Try a restart.

Try a forced restart.
