iOS won't update. It says my iCloud restore needs to finish. It finished over a week ago. What's wrong?

So my iPhone is telling me iOS update 12.1.4 is ready to install, but it won't let me tap on the "Install now" button -- it's grayed out, with a little message that says, "You can install this update when your iPhone is finished restoring from the iCloud backup."


I bought this phone about 10 days ago, and it restored from the iCloud backup just fine. I have no missing apps or data, so I don't know what it's talking about. Everything got restored properly.


How do I get it to realize that the restore is, in fact, complete, and it needs to let me install the update?


And, yes, I looked at this page here: https://support.apple.com/en-us/HT203516

It does *not* offer a solution to my problem.

I figured out how to stop the current "restoration" (which actually completed about 10 days ago when I got the phone).


Settings | <my name> | iCloud | iCloud Backup | Cancel Restore. It warned me that any files/media that hadn't already been copied would not be copied and would not be included in future backups. I clicked "stop" at that point, and it stopped.


Because it was stuck in "restore" mode for 10 days, nothing I've done in the past 10 days has been backed up, so I'm now running a backup. Then I will install iOS 12.1.4. Glad I discovered this - can you imagine if it had gone, say, a month with no backup, and then something happened where I needed to restore from that backup?!


If I may make a suggestion -- maybe an error message built in to iCloud Restore if it goes more than 24 hours? Or maybe based on the size of the restore -- if it gets stuck at 100% or 99%, maybe alert the user? This could've been very bad...
