iPhoto sign-in to I Cloud

I'm trying to get my photos to iCloud but I keep getting this message: "iCloud Photos is only available on macOS Standard, macOS Extended and APFS formatted volumes."


That's what I have but it doesn't say what to do after I check that and I can't get anywhere. When I look at my photos on my laptop some tell me I can't download the large version of the photo. I've never seen this message before and don't know what to do with it. I've been trying to figure it out myself, but no luck. Anyone have an answer?
