How do I transfer a backup to my macbook from an external hard drive?

So I got a new MacBook Air and I have the backup from my old one on an external hard drive.

In my old laptop, the hard drive had been used in TimeMachine so if anyone can please give me thorough step-by-step instructions as to how I can transfer that back up onto my new machine I will be very grateful.

I've seen Migration Assistant as an option so I was wondering if that works, and if so how?

Yes, you can use Migration assistant to import your data, etc. from your old Time Machine backup.
