How do I use outline on a text/font and end up with two colors NOT JUST THE OUTLINE
I have seen people do this but for some reason when I add outline I end up changing the font to being only outline not a duo color

Pages does not perform color fill on an outline font treatment.
If you want that special effect, you will have to do it with an external graphic tool.
The following was done in Affinity Designer using 128.5 pt Snell Roundhand (B) and the artistic text tool with just Outline layer effect with normal blend and 13 px outside radius. The character fill is just from the color palette.
