I have two factor authentication turned on. How can I sign in to iTunes on a PC?
There is no dialog box that pops up asking for the 6-digit code.

After you have the code you can try signing in again, this time using <password><code>.
That said to access the iTunes Store you really need to be using iTunes 12.6.5.3 or 12.7.2.58 or better on Windows 7 or better.

When you login to iTunes on PC, the authentification code will appear on your iPhone as a notification. You need to tap Allow and enter the code you will see in your input field on iTunes.
Thank you. That worked perfectly.
You're welcome. 🙂
