I understand you are unable to download Kindle books to your iPad. Are you downloading from their website or are you using the Kindle app? I would suggest updating your iPad to the most recent version, which is currently iOS 12.1.4. Restart your iPad, and then update or download to the most recent version of the Kindle app as well.
