Ever since the last update, my Apple TV hasn’t been shutting my TV off when shutting down the Apple TV. I have went through every setting on the TV, Receiver, and Apple TV and can’t get it to function correctly.

The other devices (TV, AV receiver) do need to have HDMI-CEC turned on, too. If your other devices have gotten a firmware update, then their behavior may have changed.

That would be an issue with HDMI CEC, which is dependent on the implementation from the TV manufacturer. Check to see if yours has an update and if it persists you will need to contact them.
Did a forced reboot on the TV and that has seemed to resolve the issue. Thanks for the replies.
