Is this ebook from the Apple iBook Store or from a different app? If it is from iBooks go to Settings > Apple ID, iCloud, iTunes & App Store > iCloud and turn on Books. This will permit content to sync across devices. Make sure this is done on both devices.
If this is a 3rd party app, such as Kindle, sign into the Kindle App on your iPad with the same ID you use on your iPhone.
