Are there multiple backups stored on the iCloud or is the previous backup ocerwri each time your device is backed up?

For any given device, it is an incremental backup, so no, there are no stored archival backups for any one device that you can go in and select from (as you can with, say, TimeMachine on a Mac).

You can find them right through your device. Check out: Locate backups of your iPhone, iPad, and iPod touch. For instructions, scroll down to "Locate and manage iOS backups stored in iCloud".
