Right-click in Safari opens "save file as" box instead of dropdown menu

It seems that whenever I get a system update on my MacBook the right-click option in Safari goes haywire. Instead of opening the dialog box (open link in new tab, new window, download as, save as, etc.) it opens a window prompting you to enter a file name to save the file (photo attached). Once you click "cancel" this window disappears and the real right-click menu is visible. I've tried messing with the Mouse and Safari settings but never figured out how to fix this. After a while when I've updated the OS it goes away, but it's happened like the last three times I've done a system update. Any explanation or hints on how to change this setting?

Try setting up another admin user account to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.

If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor.  Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown.
