Unlock activation lock for phone unable to be accessed

I broke my old phone, which cannot be accessed, and my cellular Apple Watch series 3 was paired prior to breaking the phone. The same day I upgraded to a new phone, but have yet to figure out how to pair it with my new Xr.

Any suggestions would be greatly appreciated!
