Apple ID Error "your account cannot be created at this time"

I tried to create an apple id using company email address. The verification email is received but when I entered the verification code, it failed with error message "your account cannot be created at this time". I have tried with Safari, Firefox, from iPad and all failed with the same error. What is going on Apple?
