tv volume blasts out at power on

Has anyone reported a problem with Apple TV 4K on switch on. Mine intermittently sets the volume high and blasts the room until I turn the tv volume down. It doesn’t happen often but when it does it’s a shock to everyone preparing to watch tv? I use the sleep mode to power down Apple TV and Samsung TV.
