It sounds, based on the system version you're reporting, that you have the ATV second generation. You can't download apps on that model.

If apps do not appear, other than Computer and Settings, then the Apple TV is not connected to the internet. Check if it is connected to your network in Settings. If it is connected, restart the Apple TV in Settings/General/Restart.
