How do I access my pictures off the iCloud from my old phone that was backed up
I backed up my photos using iCloud and I can not access it to view my pictures

If you didn't have iCloud Photos turned on but do have an iCloud backup, you can use the backup to setup or restore the entire phone (not just the photos) from iCloud but you cannot otherwise view the contents of the backup. iCloud: Restore or set up iOS devices from an iCloud backup
If you had iCloud Photos turned on, you can turn on the same option in the new phone (using the same Apple ID for iCloud) and the photos will sync to it. You view them in the Photos app on an iOS device. You can also use a computer (or force a mobile browser to access the desktop site) and login to icloud.com and go to the Photos app there.
