Apple Pay error message when I try to pay

Stupid thing keeps giving me an error message when I try to pay with it. The funds are on the cash card so does that mean it’s only good to send to others on iMessage?

Apple Cash why won't it let me turn on Apple Cash in settings to send money through iMessage ? I have a verified debit card from cash app in my wallet but Every time I turn on “Apple Cash” and then type in my Apple ID password it says “could not set up Apple Pay, an error occurred while setting up Apple Pay” I don’t understand please help 😕
