arranging icons on the iphone screen

This is a small but irritating problem. When I rearranged the icons on my phone last night, it decided that it would no longer let me line up 4 icons on the bottom row of my first screen. I have three icons and a space. I have tried everything including turning off and restarting the phone. Is there a simple answer to this?
