cant dismiss the location icon in status bar

The hollow location icon is haunting in status bar since I updated to iOS 12.1.4. I figure out it is the app( weather)I choose always allow location. If I change to only while using , the hollow arrow disappear. Can anyone provide a workaround to dismiss it? I tried to reset location and piracy, no success..

i read old post and someone said it is about the Apple Watch. I disconnected phone from watch, still no success. My watch has the hollow arrow in notification as well, can’t be dismissed
