I bought a new unlocked iPhone at an apple store. I was given a SIM card for t-mobile. I am currently using Verizon. . I havent changed carriers yet. I plan to transfer from my old phone to the new phone. Should I go have the carrier get the new account set before I transfer the information or should I get the new phone set before going to the new carrier.

It should not make any difference so long as the same apple-ID is used.
Personally I would insert the new carrier sim first and set it up then transfer the data.
