Can not verify payment details

Hey! I am having trouble with my payment details, I tried to do an in app purchase yesterday and it asked to verify my payment details. So I clicked to do this and when I clicked done to verify it comes up, “cannot complete transaction at this time please try later or contact apple support” I tried another card and my paypal and it’s not letting me verify any payment info. I now can’t even download a free app due to this and it’s getting very frustrating. Iv tried logging out of my iCloud and back in, I have tried turning the phone off and on again and also hard reset. I even updated the ios. I tried again today and it’s still not working... anyone any ideas?
