Auto-download on refurbished iPhone: wait 90 days

I bought a refurbished iPhone from an official Apple reseller (but I set it up as a new iPhone) and tried to turn on the automatic download of Apps, Music and Books, but I keep receiving the message:

This Device is Already Associated with an Apple ID.

If you turn on automatic downloads with your Apple ID, you cannot auto-download or download past purchases with a different Apple ID for 90 days.

And I can either cancel or transfer it. I tried to look online for a solution but I could not understand what the problem is.
