Recently the App Store has not been letting me download apps, I asked all my friends that have/had iPhones, they all said it was because I owe money to the App Store how am I able to find out how much I owe?

What happens when you try to download things, are you getting a 'problem with a previous purchase' message ? If you are, see if you have any pending purchases on the account : See your purchase history in the App Store or iTunes Store - Apple Support
If necessary, contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
