You have to import them into iTunes on a computer and then sync them to the iPad. Many DVD’s also come with a digital download code which you can use directly on the iPad in the iTunes Store on the device.
Two excellent points.
I think the best bet would be to buy an inexpensive laptop and use iTunes.

The friend could set him up with this own user account on their computer to use iTunes, if they choose and depending how good the friend is.
That won't be a problem.
I have a separate user account for my mother on my computer, so all of her iTunes account stuff is totally separate from my user acount/iTunes account.
Depending how good your friend/s is/are, they could set their computer up with yiur own user account on their computer to install and use iTunes on their computer.
You need to install and use the latest iTunes, though.
That should not be difficult or a big problem to setup..

I Don’t have a computer but can use a friends . Is there a way I can do it on iCloud?

Don’t use iTunes on a friends computer. That will create a problem for you. iTunes will want to erase your iPad and replace it with the content in his iTunes library.
Have a look at this before proceeding. Google will produce other results if you do a search.
