Problem with downloading/updating apps

So lately i have been having problems with my appstore, whenever i try to download or update my apps, it says verification required and billing problems? it takes me to my payment options and then it says failed or whatever. I tried to delete a lOt of things just to be able to download but it didnt work, i tried to make a new apple ID and it didnt work either?
