Disable iPhone turn off

I need to be able to turn off the disable iPhone after unsuccessful unlock attempts. I use my iPhone to manage my type 1 diabetes. My phone has several apps that connect to my medical devices to control them. However, if my device becomes disabled for a period of time I can’t access those apps, which is a huge problem. This can put my health at risk. So is there a way I can turn off the disable iPhone feature?

You can't. Not unless you're willing to do completely without any security on your phone by removing the passcode and touch/face ID.
