Internet Speeds Slow on Imac (150 mbps vs the 466 mbps on iPhone)

I have my iMac connected through ethernet (cat6) and is consistently getting 150mbps, I pay for 400. I was told by the internet tech that was here fixing my issue that "he has never seen an all in one computer get the 400 speed I have." I wasn't sure so I told him fine and I decided to look into it. Says my 2017 iMac can handle a 1g speed. So my question is what is wrong? why can I not get the speed on my desktop connected through ethernet but I can get it on my iPhone connected through WiFi. BTW my iMac gets worse speed on wifi. Everything seems fine on the network utility.
