Can't login to app store

In my description of the problem I will share some details that may be relevant or not.

I'm sharing just in case.

I'm from Israel.

I got an Mac Mini from a family relative.

I create new Apple ID and new system user which I connected to my Apple ID.

The Apple ID account has all the details, including address and billing, using PayPal.

I got an e-mail from Apple with a code to approve the account creation process, and I completed the process successfully.

But when I try to use the App Store, it doesn't let me in using my Apple ID.

Moreover, occasionally, the login dialog opens with the Apple ID mail address of the former owner of this Mac.

What's wrong? Is this a bug or am I doing something wrong?

I saw that someone else already confronted this problem but didn't get any effective help...

Please don't let me down ;-)

Did the former owner erase the computer and set it up again? If not, you need to do that to make it 'your' computer. Start with step 6.
