Debit card declined

I can’t update apps because it is saying my debit card is declined. I’m not even buying anything

iPhone X, iOS 12

If your payment method is declined, or you have a billing issue in the App Store or iTunes Store

Payment methods that you can use with your Apple ID - Apple Support

You must have a current method of payment on record even for updating previously purchased apps.
